Whether dabura is around perfect cell or super perfect cell, since gohan got weaker he would need ssj2 to give the fight he gave. Ssj1 teen gohan > ssj1 adult gohan and ssj1 teen gohan is a lot weaker than perfect cell so why would adult gohan fight dabura as a ssj1 rather than ssj2? He's comparing Dabra to the Cell he fought

Not only does he lack the lightning prevalent in the form, but he also lacks the jagged aura around his body as well, something that many people don't realize is also part of the SSj2 form in the manga. He basically has no lighting and a very calm wavy aura around his body.

Goku states that about the one Cell he fought,not FPPC or SPC,there is no indication he is a SSj2 so we can't just assume he is,he who's SSj characteristics so I roll with that
